ORGANIZATIONAL CULTURE IN THE FUNCTION OF ADMINISTRATION ORGANIZATION EFFICIENCY

The paper researches the organizational culture of one administrative organization within the Croatian state administration system. The administrative organization is characterized by social activities, common goals and distribution of duties and authorities. The efficiency of administrative activities. i.e. the efficiency of administrative organizations as well as the state administration have always been important issues for all administration systems of both developed and even more underdeveloped countries. The organizational structure of administrative organizations has thereby been increasing in importance. The average grade of the organizational culture of the studied administrative organization (1.83) is relatively high, and it could be concluded that the organizational structure has been supported by the majority of employees of the administrative organization. However, the quality of the organizational culture, especially regarding pragmatic orientation of superior and inferior officers lead to the conclusion of the diversity of organizational culture. The qualitative and quantitative layout of the organizational culture (from table 2 totable 11), analytically presents the proactive orientation of the inferior officers towards fundamental values of the studied administrative organization in order to increase the efficiency of the said organization. Nevertheless, the same results show a reactive orientation of the superior officers towards the values, as well as a high degree of hierarchy consisting of pro-active orientation of the inferior officers.
