EMPIRICAL METHOD IN THEORETICAL ORGANIZATION AND REALIZATION OF THE RIJEKA HARBOUR DEVELOPMENT Stručni rad The purpose of this article is to explain how to solve the problem of the Rijeka harbour development - the most important Croatia‘s traffic and development resources. What methods and empirical models to use? “Basic method” and “empirical model of realisation” we represent here, are essence of longtime experience of world leading harbour designering companies. Every aberration of suggested methodology and model can make “traffic critical points” and cause negative longtime consequences for development of Croatia and slow down the development of Midle European countries.
